Ross has 40 years of experience as a specialist in capacity development and training. His areas of expertise include community education and development, design of behavioural change strategies, project planning and management, production of training materials and manuals, research and evaluation. He has thematic expertise in rural water supply, hygiene and sanitation, health and HIV/AIDS education, local government and NGO capacity development and gender.  Ross is a specialist in the planning of capacity building and training systems, training of trainers, use of participatory methods (e.g. PRA, CLTS, PHAST), design of community management strategies and design of ‘user friendly’ training materials and operational manuals. He has run training of trainers workshops for development workers in more than 25 countries and produced over 80 training and operational manuals.

 

In rural WASH Ross has consulted extensively in Africa and Asia. In the 90s he worked as a consultant on the first two World Bank funded community water and sanitation projects – in Ghana and Sri Lanka.

In rural WASH Ross has consulted extensively in Africa and Asia. In the 90s he worked as a consultant on the first two World Bank funded community water and sanitation projects – in Ghana and Sri Lanka. He helped design the capacity development and training systems, established training programs for players at all levels, produced trainer's guides and operational manuals, and helped design the community management, hygiene, and sanitation components for these projects.. Starting in 1999 he has helped to transfer this experience to other countries, including East Timor, Ethiopia, Indonesia, Malawi, South Africa, South Sudan, Tanzania, and Uganda. In each country he produced trainer's guides and field manuals, organised training of trainers, and established capacity building programs. He has also produced manuals on CLTS for Ghana, East Timor, and Southern Africa and facilitated training workshops for community facilitators on CLTS methods in Angola, Botswana, Namibia, South Sudan, and Ea st Timor. In Ethiopia, Ghana, Malawi, and Tanzania he helped write the national WASH Project Implementation Manual, and in Uganda wrote the national sanitation guidelines

 

In the HIV/AIDS field Ross has worked in Africa, Asia, and the Caribbean. In Ethiopia, Tanzania, and Zambia Ross served as a training consultant on a regional research project to assess the impact of HIV stigma (2001-03). Based on the results of this research he wrote the Toolkit on Understanding and Challenging HIV Stigma, which describes a participatory educational approach for stigma reduction which is now used all over the world (2003). He has conducted TOT workshops for trainers in ten African countries and four Asian countries to orient them on the use of the toolkit (2003-08). In Cambodia, Caribbean, India, Nepal, and Vietnam he produced adapted versions of the stigma toolkit, organized training of trainers workshops, and helped to use the toolkit in stigma reduction projects focused on stigma towards key populations (men who have sex with men, sex workers, and drug users). In 2011 he wrote a standardized toolkit for international use in the training of health workers on stigma reduction (sponsored by UNAIDS, WHO, UNDP, ILO, International HIV/AIDS Alliance, and International Centre for Research on Women) He has also worked as a training specialist on the HIV and food security project in Uganda (2004-6); and the TB-HIV research project in Zambia and South Africa (2006-2010).

 

Ross has consulted on four gender and development projects in Botswana – two national research studies on gender based violence (1998, 2008), advocacy for the national gender program (1999), and a training program on women's health for parliamentarians (2006-08).

 

As a consultant he has worked on several community education projects, including designing life skills education for parents and youth in Botswana (1996 and 2008); writing a community development plan for the Carib Territory in Dominica (1998); working on two community development projects in East Timor which helped communities plan and build their own infrastructure (2000 and 2012-13); and designing a community managed recovery project in northern Ethiopia at the end of the war with Eritrea (2001).
