Paul Tyndale-Biscoe

Paul is an independent WASH consultant and a director of FH Designs. He holds a Masters Degree in Engineering (by research) and has nearly 30 years of professional experience (18 in international development). Since 2003 Paul has been working as a WASH specialist for FH Designs, providing technical support to a range of clients including DFAT, the World Bank, multi-and bi-lateral WASH programs and international NGOs. He has spent nearly six of these years living and working in East Timor, firstly as a District Manager for the AusAID Community Water Supply and Sanitation Program, and in 2010 as a manager of a community infrastructure project for the UNDP.

 

Prior to forming and joining FH Designs, Paul spent five years working for Oxfam Australia providing technical support to WASH programs in Africa and Asia, as well as being part of responses to several humanitarian emergencies. With a solid grounding in technical WASH, Paul has more recently been undertaking consultancies that include program design, M&E and strategic planning.

Paul was part of a two-person team that designed DFAT's $97m Civil Society WASH Fund (phase 2). He has an ongoing role on that program as part of the three person monitoring, evaluation and review panel (MERP). He was also part of the peer review of the program design for the second phase of DFAT's East Timor rural water supply and sanitation (BESIK) program.

 

He has a strong interest in research, and recently managed a four country (Ethiopia, Kenya, Sierra Leone and Uganda) research study for Plan International looking at the sustainability of CLTS in communities 2 or more years since they were declared ODF. He was part of a team that subsequently evaluated the five year Plan Netherland Pan-African CLTS Program.

 

Paul has previously worked as a research engineer at the University of Melbourne where he has also done casual lecturing in the School of Engineering. He is currently based in Melbourne, and is available for short term assignments.
