Matthew Bond

Matt is an independent WASH consultant and a director of FH Designs. He has a PhD in Engineering and 18 years of development experience. Matt has worked in both the commercial development sector managing WASH projects and programs and as a WASH consultant with a wide range of international NGOs. He has specialist expertise of rural sanitation and hygiene approaches, particularly community-led total sanitation; project design and evaluation expertise; and strong knowledge of WASH capacity building, gender and WASH and research approaches.

 

Matt has a detailed knowledge of AusAID's approach to WASH. He has managed several AusAID-funded WASH projects in East Timor, including the $18 mill AusAID-funded Community Water Supply and Sanitation Program. He has also provided ongoing program management advice to Plan Australia during their execution of a $4.7 mill, seven country program funded by the AusAID Civil Society WASH Fund. This has included technical monitoring visits to projects in four countries.

Matt has worked on rural WASH project designs in India, Bangladesh and Indonesia for Plan Australia and in South Sudan for IRC. These covered both school and community WASH activities and, most recently, use of the Program Logic approach to design. His evaluation experience includes leadership of five WASH activity evaluations (Laos, Burma, East Timor), a baseline assessment (Bhutan) and two mid-term reviews (Vietnam and East Timor). Matt uses highly participatory approaches for evaluation and is experienced at facilitating training for multi-stakeholder evaluation teams. He has a strong interest in gender and WASH and worked with a gender specialist to develop and field test a gender monitoring tool to assess changes in gender equity arising from Plan Vietnam's CLTS program.

 

Matt has strong experience in WASH-related research. He led a DFID-funded study of HR capacity in the WASH sector in East Timor; is member of the research team for the Plan International study into CLTS sustainability in Africa; carried out data analysis and drafting of the evaluation report for the East Timor Joint Sanitation Evaluation; co-authored a paper on strengths-based approaches to gender and WASH in Vietnam; and participated in the Vanuatu field work for research into gender outcomes in Pacific WASH programs. He demonstrated high-level research skills whilst completing his PhD, which involved field work in rural East Timor.

 

In addition to consulting work for commercial development firms and INGOs, Matt also carries out casual lecturing at the University of Melbourne where he is a Visitor with the Department of Infrastructure Engineering. He lectures on cross-cultural project and capacity building within a post-graduate engineering management subject.
