Keryn Clark has 20 years experience managing WASH, public health and women’s empowerment programs in fragile and conflict-afflicted countries in East Asia and Sub Saharan Africa. Until mid 2014 Keryn was the Program Director – WASH for DFAT in Timor-Leste, providing direct management of DFAT’s WASH Portfolio in Timor-Leste. Prior to this Keryn was the team leader of the first phase of Timor-Leste Rural Water Supply and Sanitation Program (BESIK), an AusAID funded program implemented in partnership with the Government of Timor-Leste (GoRDTL).

 

Keryn is currently undertaking a range of short-term consultancies and ongoing inputs as the Monitoring & Evaluation Specialist to the DFAT funded Ending Violence Against Women Program in Timor-Leste. Recent short-term consultancies include leading a Study on the Sustainability of Rural Water and Sanitation in Papua New Guinea, and an Evaluation of the WaterAid Timor-Leste Program from 2010-15.

Keryn has extensive experience in developing strategies for service delivery to be both sustainable and deliverable at scale. For example Keryn has supported national government to identify clear strategies to improve functionality of rural water systems and ensured resources and practical tools for implementation. As a result, DNSAS has ownership of the strategies and functionality of systems built by the Government has increased from an estimated 30% to 70% a year after construction.

 

Working with Ministry of Health, Keryn has led the BESIK team to design and implement innovative approaches to improving sanitation and hygiene behaviours at scale including sanitation marketing and HWWS campaign initiatives. Keryn’s current role with the EVAW program, involves designing and implementing innovative means to monitor behaviour change.

 

Keryn is committed to gender equity across development having managed a number of initiatives that have successfully engaged women at strategic and practical level in development programs.

 

Keryn has successfully facilitated policy dialogue and developed high level policy briefs directed at achieving development outcomes. Keryn has demonstrated experience in government systems strengthening and public financial management. Keryn is experienced in managing all aspects of development research, the results of which have been used to develop strategic interventions in sanitation, hygiene promotion and management of rural water systems. Keryn is experienced in managing the development and implementation of sector and program level monitoring systems and commissioning evaluations and engages regularly with the current development in the global WASH sector. Keryn is in the final stages of a MSC in Global Health Policy (LSHTM).
