Keryn Clark has over 20 years’ experience managing WASH, public health and women’s empowerment programs in fragile and conflict-afflicted countries in East Asia and Sub Saharan Africa. Keryn has demonstrated strategic leadership, organisational development and change management experience working in a cross-cultural environment. Keryn has an MSC in Global Health Policy (LSHTM) and completed the Accelerated Leadership Program, with the Australian School of Applied Management in 2016.

 

Until December 2017, Keryn was the Team Leader for DFAT’s M&E House program in Timor-Leste, providing monitoring, evaluation and program learning services DFAT’s Timor-Leste program. Prior to this, Keryn undertook a range of short-term consultancies as a Design, Monitoring & Evaluation Specialist.

Until December 2017, Keryn was the Team Leader for DFAT’s M&E House program in Timor-Leste, providing monitoring, evaluation and program learning services DFAT’s Timor-Leste program. Prior to this, Keryn undertook a range of short-term consultancies as a Design, Monitoring & Evaluation Specialist. Recent short-term consultancies include M&E specialist for the DFAT funded Ending Violence Against Women Program in Timor-Leste, review of counselling services for survivors of gender based violence across the Pacific, a review of the Gender and Social Inclusion Strategy for the Timor-Leste Workforce Development Program and a range of designs, reviews and evaluation of community health and WASH programs in Asia, Pacific and Africa. Keryn is committed to gender equity and social inclusion having managed initiatives that have successfully engaged women, and vulnerable groups at strategic and practical level in development programs.

 

Keryn has successfully facilitated policy dialogue and developed high level policy briefs directed at achieving development outcomes. Keryn has demonstrated experience in government systems strengthening and public financial management. Keryn is experienced in managing all aspects of development research, the results of which have been used to develop strategic program interventions.

 

From 2009 to 2013, Keryn managed DFAT’s WASH Portfolio in Timor-Leste, as the team leader for the Timor-Leste Rural Water Supply and Sanitation Program (BESIK), a DFAT (AusAID) funded program implemented in partnership with the Government of Timor-Leste (GoTL).

 

Keryn has extensive experience in developing strategies for service delivery to be both sustainable and deliverable at scale. For example, Keryn has supported national government to identify clear strategies to improve functionality of rural water systems and ensured resources and practical tools for implementation. As a result, DNSAS has ownership of the strategies and functionality of systems built by the Government has increased from an estimated 30% to 70% a year after construction.

 

Working with Ministry of Health, Keryn has led the BESIK team to design and implement innovative approaches to improving sanitation and hygiene behaviours at scale including sanitation marketing and HWWS campaign initiatives. Keryn’s current role with the EVAW program, involves designing and implementing innovative means to monitor behaviour change.
